Service Description:
Itimad portal is an electronic portal addressed to government bodies to provide the following electronic services:
1- Contract Licensing: The registered body, which has national transformation projects and projects for the Office of 2030 Vision Achievement, can send its project contracts for approval to the Contracts Follow-up Department at the Ministry of Finance. The body shall fill out the data form of The contract and enter it by using the assigned link on the portal and attach a copy of it. The contract shall be sent to Office of 2030 Vision Achievement, which the body followed . After approval, it shall be sent to the Contracts Follow-up Department at the Ministry of Finance for its study, approval or rejection.
2- The transfer of the budget items: The body may request to transfer one item of the budget from one project to another, where the body can enter a request in oder to transfer the budget item and then enter all the data of the project either transferred to or transferred from, as the attached picture. Then the request sent to Office of 2030 Vision Achievement, of which the body followed, to study the request and then send it to the Office of Rationalization of Spending, which has 24 hours to study the application either for approval or rejection. If the study exceeds 24 hours without any response, the request is escalated; then to be sent to the Budget Department at the Ministry of Finance for its study, approval or rejection
Registration and Use of the Service as Follows:
1- Access the service link https://hsr.mof.gov.sa
2- Click on the link (Entry through Unified National Access)
3- logging on through the personal account on the " ABSHAR ". Note You must log on by the user name and not by the ID number.
4 - After logging on to the Unified National Access, the person shall fill out the authority application form and to send it.
5 - After filling out the form and sending it The form should be printed and authenticated by the stamp of the body. And to be sent it to the e-mail shown in the form. Note that the form must be sent from the official e-mail of the body. the personal e-mail will not be accepted .
6. After sending the form, the account of the body shall be activated by the concerned specialists at the Ministry (registration and verification office) and the body shall be notified by e-mail
Terms of Service:

This is considered as an agreement between the Ministry of Finance and the user of the site.
