 Saudi Deputy Minister of Finance Participates in Manama Dialogue 2023

The Saudi Deputy Minister of Finance for International Relations, Dr. Ryadh Alkhareif, headed the Ministry's delegation participating in the Manama Dialogue 2023, held by the International Institute for Strategic Studies in Bahrain during 17-19 November 2023. ​

Dr. Alkhareif was the keynote speaker at a panel session entitled “Gulf Bailout Diplomacy: Aid as Economic Statecraft in a Turbulent Region" in the presence of high-level delegations, including ministers, security officials, military leaders, and academics from various countries around the world. Dr. Alkhareif highlighted the Kingdom's role as a global leader in international development, noting that the Kingdom is one of the world's top donors, according to the Organization for Economic Cooperation and Development (OECD).

He stated that the Kingdom's foreign aid has enabled many countries to implement their reform programs and open new financing channels with regional and international organizations, thus contributing to enhancing sustainable economic growth and managing their sovereign debt. Dr. Alkhareif also emphasized Saudi Arabia's key role in the creation of a global debt restructuring platform known as the "Common Framework", which is considered to be the most inclusive mechanism for debt treatment. He explained that the Kingdom's multilateral assistance is, in part, an effort to reduce geopolitical fragmentation, which poses the greatest threat to the global economy.

The Manama Dialogue brings together national leaders, ministers, and policymakers from the Middle East, North America, Europe, Africa, and Asia to discuss the most pressing regional security issues.
