Budget Preparation Enhancement Program
The budget preparation process is one of the most critical stages in ensuring the effective implementation of future budgets. Historically, the Ministry did not follow a standardized and advanced methodology for preparing annual budgets that could identify the core data required to evaluate budget requests. As a result, government entities often submitted budget requests that exceeded the actual requirements of their planned objectives and activities. As part of the Ministry of Finance's efforts to achieve the objectives of the Vision Realization Programs and Saudi Vision 2030, the Ministry will continue to enhance the budget preparation process to ensure alignment with the Kingdom's economic priorities and strategic direction.
Budget Execution Enhancement Program
Weak oversight of government expenditure has led to inefficient spending, which is inconsistent with the State’s objectives and directions to improve the efficiency and level of expenditure. Therefore, the Ministry and the Spending Efficiency Office will review and control government expenditure and compare actual expenditures and revenues with those specified in the approved budget, in pursuit of achieving the State’s objectives.
Enhancing Cash Management and Implementing the Treasury Single Account (TSA)
The Treasury Single Account (TSA) is a key tool widely used by governments to achieve more efficient and transparent cash management. It provides a unified structure for government bank accounts, enabling the consolidation and optimal utilization of government cash resources. Implementing the Treasury Single Account is essential, as government accounts are currently dispersed across the Saudi Arabian Monetary Authority and commercial banks, resulting in the absence of a clear and unified view of the government's overall cash position.
Cash Management Enhancement and Treasury Single Account (TSA) Implementation Program
The Treasury Single Account (TSA) is a key financial management tool widely adopted by governments to improve the efficiency, transparency, and control of public cash resources. It provides a unified structure for government bank accounts, enabling the consolidation and optimal utilization of public funds. Implementing the TSA is essential, as government accounts are currently dispersed across the Saudi Arabian Monetary Authority and commercial banks, limiting the availability of a comprehensive and unified view of the government's cash position.
Government Procurement System Enhancement Program
Certain provisions of the current procurement system no longer align with the scale and complexity of government projects or with modern procurement and contract management practices. In particular, the existing framework emphasizes awarding contracts solely to the lowest-priced bids without adequately considering technical quality or value for money. This program has therefore been established to review and modernize the Government Tenders and Procurement Law and its Executive Regulations, ensuring that government projects and procurement activities are delivered efficiently, effectively, and in accordance with best practices.
